Highlighting the Power of Community-Based Solutions Through Evaluation and Capacity Building
Overview
Asian Health Services (AHS) allocated $3.6 million to 21 community organizations across the Bay Area, South Bay and Central Coast through the Stop the Hate program, aimed at supporting victims and survivors of hate. The grantees include nonprofit organizations serving populations at risk, including Asian Americans, Blacks, Native Americans, Latinx, LGBTQ+, Middle Eastern/North African, Native Hawaiian/Pacific Islanders, people with disabilities, and religious minorities.
To assess the program’s impact and the role of AHS as the regional coordinator, reimagine collective developed an evaluation plan with a logic model and measurement framework. This included pre- and post-surveys, key informant interviews, and data analysis, culminating in a full report, “Beyond One: The Power of Community-Based Solutions to Create Healing and Safety,” published in December 2023, which detailed the outcomes and insights from the first year. Technical assistance via webinar and one-on-one support was also provided to grantees on outcome measurement.
Our Approach
reimagine collective’s evaluation approach centers on creating culturally responsive and inclusive frameworks that prioritize community voices and experiences. By integrating both quantitative and qualitative research methods, along with data-driven storytelling, we aim to present findings that are both informative and engaging, with a strong focus on building narrative power to drive social change.

Building a Program Logic Model & Measurement Framework: Conducted a discovery session, reviewed grantee work plans and literature, and developed a program logic model, measurement framework, and evaluation plan for the full three-year project.
Empowering Through Technical Assistance & Training: Presented at the grantee orientation, provided one-on-one technical assistance, and created a targeted TA plan based on survey distributed to all grantees
Collecting and Analyzing Data: Designed a reporting system, collected data from various sources (surveys, interviews, and quarterly grantee reports), and conducted comprehensive data analysis.
Reporting Year 1 Impact: Drafted and designed the final “Beyond One” report, executive summary and conducted a community briefing on year 1 impact.
Impact
The project resulted in a robust evaluation framework that empowered Asian Health Services and its grantees to more effectively measure and enhance the impact of their programs over the full three-year grant period. The year 1 impact report, “Beyond One: The Power of Community-Based Solutions to Create Healing and Safety,” provided critical insights into community safety and survivor healing efforts, influencing future initiatives and strengthening the overall capacity of the grantee network. Through targeted technical assistance and capacity-building activities, AHS was able to foster greater accountability and effectiveness among grantees, ensuring that their work continues to address the needs of the communities they serve.
